多措并舉，積極推進(jìn)控煤工作開展。一是全力抓好9項(xiàng)工業(yè)燃煤鍋爐改燃項(xiàng)目。共涉及工業(yè)燃煤鍋爐16臺(tái)134蒸噸。截至目前，9項(xiàng)任務(wù)已完成7項(xiàng)，共計(jì)12臺(tái)112蒸噸，剩余2項(xiàng)任務(wù)正在穩(wěn)步推進(jìn)。二是積極推動(dòng)4項(xiàng)供熱燃煤鍋爐改燃并網(wǎng)任務(wù)。共涉及供熱燃煤鍋爐10臺(tái)共計(jì)232蒸噸，截至目前，4項(xiàng)任務(wù)已完成2項(xiàng)，共4臺(tái)180蒸噸，剩余2項(xiàng)并網(wǎng)工作計(jì)劃10月底完成。三是狠抓散煤治理和先進(jìn)民用爐具推廣。大力推動(dòng)全區(qū)商業(yè)活動(dòng)散煤治理，目前商業(yè)散煤用戶197戶已清理157戶；加快先進(jìn)民用爐具安裝進(jìn)度，目前首批3360臺(tái)先進(jìn)民用爐具已完成1500臺(tái)的安裝工作，新增5868臺(tái)爐具安裝任務(wù)，計(jì)劃10月底完成。四是積極推動(dòng)楊柳青發(fā)電廠煤炭清潔利用改造。6月份，5#機(jī)組已完成改造，污染物排放達(dá)到燃?xì)鈽?biāo)準(zhǔn)；8#機(jī)組已正式開工建設(shè)，預(yù)計(jì)11月份完工。

狠抓落實(shí)，堅(jiān)持控塵工作常抓不懈。一是大力治理露天燒烤。為切實(shí)加大執(zhí)法檢查力度，自5月份以來，全區(qū)累計(jì)出動(dòng)執(zhí)法人員2000余人次，出動(dòng)執(zhí)法車輛800余車次，查處露天燒烤800余處次，暫扣工具400余件。特別是楊柳青鎮(zhèn)，聯(lián)合區(qū)綜合執(zhí)法局、市場(chǎng)監(jiān)管局、環(huán)保局、公安西青分局等部門，開展了為期2個(gè)月的24小時(shí)聯(lián)合執(zhí)法行動(dòng)，對(duì)露天燒烤進(jìn)行了徹底清理，先后取締露天燒烤25處，取得明顯成效。二是積極開展裸地治理。堅(jiān)持把裸地治理工作與其他污染防治工作一起抓，堅(jiān)持發(fā)現(xiàn)一處治理一處申請(qǐng)核銷一處。截止到8月底，全區(qū)1632塊裸地中1560塊已完成治理，完成率95.6%，成績(jī)名列全市前茅。三是及早消除秸稈、雜草焚燒隱患。按照“廣開渠道、加強(qiáng)利用、疏堵結(jié)合、朝前謀劃、冬病夏治”的總體思路，7月初全區(qū)開展了秸稈、雜草存量調(diào)查摸底，采取機(jī)械粉碎、化學(xué)和人工除草等方式，推進(jìn)綜合利用、秸稈還田及秸稈肥料化，減少了秸稈、雜草存量，及早消除秋冬季秸稈、雜草焚燒隱患。

鐵腕治污，大力加強(qiáng)工業(yè)污染治理。一是大力加強(qiáng)揮發(fā)性有機(jī)物（VOCs）治理。截止到目前，清新空氣行動(dòng)目標(biāo)責(zé)任書確定的4家企業(yè)5項(xiàng)VOCs治理任務(wù)已經(jīng)全部完成。二是積極淘汰落后產(chǎn)能。全區(qū)先后淘汰落后燃煤爐窯6座，不具備整改條件的32家企業(yè)被迫關(guān)閉搬遷，18家化工企業(yè)完成改造轉(zhuǎn)型升級(jí)，全區(qū)產(chǎn)業(yè)結(jié)構(gòu)進(jìn)一步優(yōu)化。三是強(qiáng)化環(huán)境執(zhí)法。在狠抓項(xiàng)目治理的同時(shí)，進(jìn)一步加大環(huán)保執(zhí)法檢查力度，2015年以來，先后對(duì)28家企業(yè)大氣環(huán)境違法行為進(jìn)行了立案查處，罰款298萬余元，實(shí)現(xiàn)了對(duì)環(huán)境違法行為的有力震懾。

加大力度，深入開展污染源頭治理。一是嚴(yán)把項(xiàng)目準(zhǔn)入關(guān)。2015年以來，先后否決生產(chǎn)中有惡臭、工藝廢氣等揮發(fā)性有機(jī)廢氣產(chǎn)生又不符合產(chǎn)業(yè)政策的農(nóng)藥、獸藥、食品添加劑等項(xiàng)目6個(gè)，從源頭上把好準(zhǔn)入關(guān)口。二是狠抓控車工作。淘汰全區(qū)1.25萬輛黃標(biāo)機(jī)動(dòng)車，圓滿完成了市政府下達(dá)的目標(biāo)任務(wù)，從源頭上降低了機(jī)動(dòng)車尾氣對(duì)大氣環(huán)境的不利影響。同時(shí)，加強(qiáng)對(duì)公交車站、工地非道路移動(dòng)機(jī)械、道路車輛的檢查監(jiān)測(cè)力度，先后65次上路執(zhí)法，遙感監(jiān)測(cè)過往車輛13670余輛，對(duì)23起超標(biāo)排放車輛進(jìn)行立案處罰。
