鑒于VOC對人體以及環(huán)境的危害，國際上很多地區(qū)及國家都出臺了關(guān)于VOC管控的法規(guī)或標準，范圍主要涉及建筑材料、室內(nèi)空氣、電子電器等。

2013年9月10日，國務(wù)院印發(fā)了《大氣污染防治行動計劃》，此行動計劃要求加強工業(yè)企業(yè)大氣污染綜合治理，推進揮發(fā)性有機物污染治理，在石化、有機化工、表面涂裝、包裝印刷等行業(yè)實施揮發(fā)性有機物綜合整治。

2015年6月18日，財政部、國家發(fā)改委、環(huán)境保護部聯(lián)合印發(fā)了《揮發(fā)性有機物排污收費試點辦法》，試點行業(yè)包括石油化工行業(yè)和包裝印刷行業(yè)，辦法自今年10月1日起施行。根據(jù)試點辦法，試點范圍為石油化工行業(yè)中的原油加工及石油制品制造、有機化學原料制造、初級形態(tài)塑料及合成樹脂制造、合成橡膠制造、合成纖維單(聚合)體制造和倉儲業(yè)，以及包裝印刷行業(yè)的包裝裝潢印刷。這兩個行業(yè)率先試點，今后還可能進一步擴大試點范圍。而其他國家和地區(qū)也在紛紛制定相關(guān)法律法規(guī)和標準來控制VOC污染。
