從11月28日開始，山東各地城市空氣質(zhì)量再度惡化。濟(jì)南、聊城、淄博、臨沂等地也緊急啟動(dòng)應(yīng)急預(yù)案響應(yīng)。在新的意見稿中，山東對應(yīng)急措施及相應(yīng)處罰作出了明確規(guī)定，縣級以上人民政府應(yīng)當(dāng)依據(jù)重污染天氣預(yù)警等級，及時(shí)啟動(dòng)應(yīng)急預(yù)案，并可以根據(jù)應(yīng)急需要采取下列八大應(yīng)急措施：責(zé)令有關(guān)排污單位停產(chǎn)或者限產(chǎn)；限制部分機(jī)動(dòng)車行駛；停止或者限制易產(chǎn)生揚(yáng)塵的施工作業(yè)；禁止露天燒烤；禁止燃放煙花爆竹；停止幼兒園和學(xué)校組織的戶外活動(dòng)；停止組織露天舉辦的群體性活動(dòng)；國家和省規(guī)定的其他應(yīng)急措施。
